Building a strong connection with Chihiro Fushimi in Persona 3 Reload is one of the most rewarding narrative experiences for players seeking to master the Justice Arcana. As the shy student council treasurer, Chihiro requires a patient approach and supportive dialogue choices to help her overcome her anxieties. Navigating her Social Link efficiently allows players to maximize relationship points while seamlessly progressing through the academic calendar.
How to Unlock the Justice Social Link
Unlocking Chihiro's Social Link requires a few preparatory steps within Gekkoukan High School. Players must first join the student council and reach Rank 1 with Hidetoshi Odagiri's Emperor Social Link. After meeting this requirement, you must speak to Chihiro on multiple separate school days in the hallway outside the student council room to build trust before she agrees to walk home with you.
Best Dialogue Choices and Ranking Strategy
To advance Chihiro's Social Link smoothly, select dialogue options that show kindness, respect her boundaries, and encourage her self-confidence. Supporting her love for books and reassuring her during difficult situations yields the highest relationship point boosts. Carrying a Persona of the Justice Arcana during your hangouts will further accelerate your progression rate.
Schedule and Romance Opportunities
Chihiro is generally available after school on Tuesdays, Thursdays, and Saturdays during normal school semesters. As you reach higher ranks, you will encounter pivotal story moments where romantic feelings can be expressed. Choosing supportive and affectionate responses during key rank transitions allows you to establish a meaningful romantic relationship with her.
Social Link Rewards and Final Persona Unlocks
Reaching Max Rank 10 with Chihiro concludes her character growth arc and grants a unique key item. This item unlocks the ability to fuse Melchizedek, the ultimate Persona of the Justice Arcana, in the Velvet Room. Additionally, leveling up this bond provides massive bonus experience when fusing any Persona under the Justice Arcana throughout your playthrough.
